On sunday the 15/7/2007 from Matsliach, near Ramlah, Israel. The location is about 31° 55'N & 34° 52'E. Sunset was at 19:48 local time. I first saw the New Moon at 20:07 local time, with 10x50 binocular. At that time I was not able to see it with naked eye. On 20:11 it was a small light at the same place of the moon which I saw by the binocular. There was a cloudiness and haziness near the horizon at the place of the new moon. On 20:16 I was not able anymore to see the small light of the moon by naked eye. I follow the moon with my binocular until 20:27, when the moon was covered by a big cloud and I was not able to see it anymore. According to the calculations the moonset was at 20:47.

Muhammad Afifi al-Akiti (MCW member) from Oxford, UK, reported: Not Seen
Negative sighting in Oxford. The two of us attempted moonsighting at our usual site at the end of the 29th day of Jumada II (Sunday, 15 July 2007). The horizon was overcast and the crescent could not be sighted. However, We received reports of positive sightings from the East. Knowledge of these positive sightings in the East, despite not being able to sight locally in the UK, is sufficient for us to establish the month Rajab for the UK to be tomorrow, Monday, the 16th of July. This is by following the default rule [dabit] in Islamic Law in this matter that whenever it is known that the crescent has been positively sighted in the East, local sighting inevitably follows, but not the other way round [mata hasalati r-ru'yatu fi l-sharqi lazima ru'yatuhu fi l-gharbi wa la-'aks].

Although I could see Venus with no problem, the sky was hazy overall and cloudy specifically in the lower part of the western horizon making it very difficult if not impossible for sighting the crescent moon in Blacksburg, VA on Sunday (July 15, 2007). However, using a pair of 7X50 binoculars, I scanned the western horizon (the space between Venus and the cloud line) for several minutes with no success.

Local sunset time on Sunday, July 15th, 2007, was 8:03pm and moonset time was 9:17 PM. After Salat-ul-Maghrib, I went outside to find the new crescent moon, and alhamdulillah was blessed to see it at 8:46:15 pm without the use of any optical aids, the sky still partially bright, as the sun continued to descend further beneath the horizon.
From where I was situated (-117°41'59.2" longitude, +34°7'9.195" latitude), the moon was visible approximately 80°W of Magnetic North, or 67°6' W of True North. The lower right quadrant of the moon appeared illumined, and alhamdulillah it was a very beautiful sight. We completed 30 days of the month of Jumada al-thani, and begin the
first of the month of Rajab on the evening of Sunday, July 15, 2007, the day of Monday, July 16, 2007).
